提示:政府机构之所以低效,原因之一是因为公务员缺乏行业知识。以至于他们制定的政策朝令夕改。解决的办法之一是打通官、产、学交流的通道。

Rules for staffpeople
除非行政人员已经在运营中证明自己的能力,他们在运营人员心目将缺乏信誉,很容易被视为“天桥的把式”而遭受排挤。
Unless staff peopleh ave proved themselves in operations, they will lack credibility among operating people and will be dismissed as “theoreticians.”
行政人的规则与行政工作的规则同等重要。永远不要将从未成功地做过多项运营的人员放在行政岗位上。缺乏运营经验的行政人员,会用计划人员的眼光运营,而轻视它。但是今天,政府甚于企业,我们将商学院或法学院的应届毕业生放在相当高的行政职位,做分析师,规划师或行政顾问。这些人的傲慢和运营人员对他们的排斥注定了他们毫无成效。
Rules for staff people are just as important as rules for staff work. Don’t ever put anyone into a staff job unless he or she has successfully held at number of operating jobs, preferably in more than one functional area. For if staff people lack operating experience, they will be arrogant about operations, which always looks so simple to the planner. But today in government even more than inbusiness, we put young people fresh out of business or law school into fairly senior staff jobs as analyst or planners or staff counsel. Their arrogance and their rejection by the operating organization practically guaranteed that they will be totally unproductive.
极个别情况除外,行政工作不应该成为一个人的“职业生涯”,而是他或她职业生涯的一部分。在行政岗位干了5至7年之后,人们应该回到运营部门并且5年之内不要重返行政岗位。否则,他们将变成“幕后操纵者”,“灰衣主教”,“拥立王者”,“聪明的恶作剧者”。
With rare exceptions, staff work should not be a person’s “career” but only be a part ofhis or her career. After 5 to 7 years on a staff job, people ought to go back into operating work and not return to a staff assignment for five years or so.Otherwise, they will soon become behind the scenes “wire pullers”, “gray eminences”, “kingmakers”, “brilliant mischief makers.”

让行政人员在运营工作中轮岗。
